For too long, access to quality education has been determined by zip code and income level. The Federal Scholarship Tax Credit Coalition exists to change that — by supporting the successful implementation of the first-ever federal tax credit for K–12 scholarship donations.
We're working to ensure all 50 states opt in, that families know their options, that donors understand their opportunity, and that scholarship-granting organizations are ready when the program launches on January 1, 2027.
Our coalition is proudly bipartisan. Educational choice has always had supporters on both sides of the aisle — and with 28 states already opted in, this program is proving it.

In July 2025, Congress passed and the President signed HR1 into law. Embedded within it was a historic provision: the Federal Scholarship Tax Credit, the first-ever federal income tax credit for individual donations to scholarship-granting organizations.
The credit is dollar-for-dollar — meaning a $1,700 donation to an approved SGO results in a $1,700 reduction in your federal income tax liability. Not a deduction. A credit.
The program is structured as an opt-in for states. Governors elect to participate by filing IRS Form 15714 and submitting a list of approved SGOs in their state. The IRS then publishes the approved list, and donors can begin contributing to those organizations for the credit.
States can opt in at any time. 28 states have already done so. The credit goes live January 1, 2027.
The IRS is currently crafting final regulations, with guidance expected by June 2026. Our coalition is engaged in that process to ensure the rules work for families, donors, and SGOs.
